It would make more sense to use a scheme where you don't need 3 copies to get them, only 1 copy to get 1, etc, etc.

Or at least you have to sell full set boxes.

Otherwise, nope. Maybe people will buy a gold box for some cards but not for the collector cards.

The answer is 99.9% no. They never ever counted the seasonal or the starters.
