The timer that used to be displayed probably keyed off of local system time, to show the site going live on Aug 1st.
Since it's a Japanese site, it went live at the beginning of the day Aug 1st (Japan time). That was a little less than 8 hours ago.

That's going to take somewhere along the lines of 6 months minimum, they're going to re-launch the game under their ownership and maintain it until they can implement the redesign.

Well, the forum url has changed to apocoplay, and http://apocoplay.com/?page_id=37 logress is listed there.
Reading that website, maybe alteil'll go cross platform eventually?
