I do not think they can even if money was put up.

Legally you cannot collect money for a sweepstakes or prize of any sort. Only the government can in the form of taxes.

Still though that does suck that he cannot get his prize. Unless another izcer would be willing to do it for him, or perhaps an employee on their own time, that would technically side step the law.
