does sea and wind/bulerigid soul skill effect cards that are removed from the game instead of sent to the cemetary?
Also if you use fresh recycle or soul conversion at the same time as your opponent use panther soul, would it kill the card in question (ie. brave soldier)?

Only the Cemetery. Its exactly the reason why "remove from the game" exists. They cant be brought back at all.
Open skills take place "at the same time", so no units will be closed before both open skills took effect. Panther soul causes rankup and it increases Brave's hp, same way as a healing would, so Brave will have 0 hp first, then be healed back to 20.
