How does Chilling Touch work?

I've had Ghost as a soul card for awhile. When its Soul ability triggers, a lot of times nothing happens even though there are enemies out on the field.

It seems like it only wants to pick disengaged enemies, but it doesn't say so anywhere on the card. Can anyone tell me how it works?

There are unit cards and character cards. Character cards are all 3 (or more) star rarity cards. Ghost's SS affects only characters. (dalos, aegis, renally, legrye ... etc)

The units with 1 and 2 stars arent affected by it since they are no characters.

EX cards are also characters.

Character Cards always have a slash, "/", in their name. For example, Lion Baron / Zagar.
