Because start skills go in agi order. If you want to kill for example a belus by boosting him this round, you need to sylph belfyna next round.
Alteil is pretty much well balanced. Sometimes you loose and sometimes the enemy wins.

Oh true I guess that makes sense I was thinking that he'd have 1 AGI when I would use sylph but open skills obviously happen before start skills...
