Unit vs Character in Skill Description.

I'm confused on certain skills that say "Do X thing to target enemy Unit."
Should they be allowed to target Characters even though the skill says to target a Unit?

For example, should a Moonlight Assassin's Action skill be able to target a character?

This question also applies to file destruction cards.
Should a Girl Mercenary SS be able to send a Character to the Cemetary?

Characters are units.
Characters just have one stipulation that regular units don't: Only one unit of the same type/name can be out on the field at any one time.

This is how to think of it.

The cards in Alteil are broken into two categories: Units and Grimoires. Then, within that category of Units are a sub-category called Characters. In other words, all characters are units, but not all units are characters.
