Mikasha was the founder of the wizard kingdom, and not a very good mage. She was however an excellent magus killer, she had lots of spells (most of them which were stolen by the mages she felled) and her special spell book, which after she had passed on became a semi-sentient being that regus was built around.
One day, shortly before Durendal's betrayal Bernet, a mere book lover and crybaby, stumbled upon a special book which was the core of the archive, Mikasha's spell book.
Noze was thus unable to absorb the entire archive, since an important component was in Bernet's hands (that's why she feels drawn towards the Bernet's book, she's not entirely complete after all).
Bernet then decided to man up (figuratively speaking) and fight alongside Dilate and used the same spell techniques that Mikasha once used thousands of years ago (as evident by their skill names).

Wizard Kingdom was created around her book when she passed on, it was semi-sentient in that it offered them its power in exchange for protection, but never again really "talked" to anyone.
