I would never ever use his return close skill though. If I'll use him I make sure to not put any characters close to the right end of the file....

I honestly want the person who designed him to come out and give some hint....

Honestly though, I also have no idea. He'a a level 4 with no survivability who possibly banes a character from your file, doesn't refund his own sp when he dies, and might (if you're lucky) get the unit you want back from the cemetery.
Also zeros atk for everyone when it dies, which might be decent, but it's not good to justify the rest of the card.
If you're playing wiz king and you want units back, you're better off sticking to ascarat + lost tome, lol.

Or, you could put it in a pet file with puppy retear and cait sith.

That's not what it does. I think it returns one random unit on the field to the file (i.e. it returns your own units if you are unlucky, you gonna lose about 5-13 sp by playing this card: awesome )

It's really BAD wording on top of that. I would never ever approve this card if I had power to make decisions.
