I agree with you. Though the cause of the lag is probably how it was programmed. I figured this because in the ps2 version of Metal Gear Solid 2 the rain effects didn't make the game lag. However when the game was ported to the xbox, they didn't reprogram the rain effects so whenever you are outside the game slowed down noticeably. It's a weird mistake but it helped me understand a few things.

Cave probably did this to trump Touhou [touhou is run by one guy which is pretty impressive seeing as his games have really interesting storylines and gamelay] who is famous for making over the top bullet patterns
