Given that I can only observe the behavior of others, how can I know that others have minds?

The thought behind the question is that no matter how sophisticated someone's behavior is, behavior on its own is not sufficient to guarantee the presence of mentality. It remains possible, for example, that other people are actually nothing more than philosophical zombies.

You can know so, in the given statement, by analyzing their behaviour, creating a corpus on said behaviour and set them through a series of challenges that encourage creativity, yet allow for a comparison to the corpus.

It is...difficult to accept the p-zombie, to some degree. The p-zombie that would respond to a stimulus without feeling it is kind of a self-contradiction. Since it manifests a reaction, it has gotten an impulse, therefore creating a direct link to the actual concept of 'mind' as defined in the wikipedia article. (I get a stimulation and give a response, therefore I have reacted, there we go. Even if it is purely reflexive, one could argue that said reflexes are a sign of having a mind ~ see animals.)

Does it really matter if they have minds or not?

I think he means is the answer useful or not.

There's probably no practical value in knowing that other minds are at work if you can't tell the difference between another mind and a 'philosophical zombie', but it's interesting to think about.

I feel it's interesting to think about.

Humans give meaning to all sorts of things.

I've always thought of value as a relative thing.
