Because our legal system is based off a very old set of laws and the Internet has not been around for that long. It takes a while for the legal system to catch up and as a result things that may seem ridiculous to a layman can have serious legal/criminal ramifications. This was especially the case when Alteil was first conceived and some of the core elements were based around these legal limitations.
Fortunately for us, the ones that barred our predecessors from doing this type of thing is not a hindrance for us due to laws that finally caught up with the times, but we still need to check with legal to be sure.
Altel isn't our first rodeo and I've seen what happens to people who are too gung ho to rely on what seems reasonable in their gut over the reality of the law.
