True MoF rate?

Is the rate for MoF Truly 5/75/20% in terms of +3/4/5?

I've played it approx. 30 times this week. I'm averaging 20% on only getting 3 (yes I've gotten this effect 6 times, and I shouldn't have even been anywhere close to his # yet), and +5 about 6%. I'm definitely not a fan of this card with the update that you can not gain anything. I'll take the guaranteed +1sp/minor effect any day of the week over this version.

I just did a coin flip and got Tails, I don't think it's 50/50. I planned on only flipping it once so it should have landed on it's side and stayed there but no, it landed flat and came up tails. You think the government made coins bottom heavy and tricked us into thinking it's 50/50?
