The soul skill has 2 different effects. That's all.
Alteil is pretty much well balanced. Sometimes you loose and sometimes the enemy wins.

it justs means that it cant be used whilst maintaining any sort of field control so its only really useful if the opponent has been knocked down to 1 lp. if it didnt remove units it would be completely viable tactic to just line three of them up as ss.

It's actually pretty useful for when your opponent is Iczer attacking you. Because all of your units are closed, and therefore can't be affected by the SS. And if you're lucky, you'll trigger those Sphere Level x20 DMG soul skills and your opponent will be forced to use them on himself.
