Yeah but you're now stuck with a starter forever jsut because you don't wanna give away your dalos for other starter.

I think the LV10 idea is great because I had LV15 in mind. You don't want to toss every card at newbies, if they have 1 starter, they can use that until they are comfortable with what they have.
