Nah, its pretty difficult for Refess to kill all enemy card before Alphonce turn come.
He has 3 agi, and most Refess unit agi is 3 and lower.
If Alp belong in other sphere however... >.>

to be honest it depends on the file I'm facing. At time I'll drop guardian and rest for a turn or two while I wait to get enough Sp to drop Judie. Other times I drop Judie and sac Citizens so guardian can come out. It all depends on the file I'm facing to be honest.
