Overdose is not powercreep.
Fact is split second decision is a bit too expensive. You will probably use it in zu decks or maybe some of you will use it in another deck too, but imagine you bump into a nice song sorc SS. So not only have you spent 3 SP, but also loose your zu.
Overdose solves this issue. It costs just 2 SP and helps you vs the many removal SS out there. Not only that but if you get lucky you can kill that silly guardian or other tank that can survive the 65 damage value.

The way i see it:
- heroe's strike is meant for lower level decks, mainly SK perhaps
- split second decision was meant for bigger decks, but it's too costly for those, 2 SP would be fine, i rather get a shear winds in my deck and let zu die and then resummon. IT'S FAR FAR FAR BETTER!
But then if you reduce the cost to two, then you have to also reduce cost of soul bind or whatever the name of the level 2 engage spell is ...
It would be best if split second decision was like order to sortie without the level restriction and if order to sortie recevied a different skill. I mean order to sortie really sux! T_T
That is really useless grim, since the split second decision at least has some use.
