I'd rather use soul bind which ain't a very good card anyway unless you play serpent for which you got sleep.
It should at least be able to target which enemy unit will be engaged or a complete rework would be great too. Whichever occurs i don't really care, but it needs improvement.

I'm not sure even removing the level restriction will help. I made a topic asking how to use this card and nobody has thought of a good one yet.
