the higher hp thing is a good idea, but remember that fruit only costs 1 sp... so it's really powerful as it is... the problem isn't fruit, but the lack of units that benefit from getting a higher level -> the only things being Cmd dolls, or refess to beat falkow, or being the victims of soul skills like RFA or unicorn.
you could introduce a new kind of unit that ranks up based on it's level, you know like, conditional level = 3 get so and so stats, and when you get to a higher level, you get more OP stats or access to an OP action skill
