I believe the unit that currently has 0 (or less) AGI is the one being mentioned. I could be wrong.

It uses the attack of the unit that is being targeted by it's effect, which will be a random unit of AGI 0 or less.

Exactly as it says. Emana's Attackpower is being dealt to random enemy unit in range of agi 0 or lower. And then blah blah
Or is Emana throwing her sword away to random mermaid to use?

If Emana's own attack was intended, it would've said "[Damage: AT]". The JP Emana uses the target's own AT as well (though she has rng 1 there... but no agi requirement... but the agi requirement helps make her attack a pinpoint as well).
