It could also be part of a ruse. Most magic dolls look harmless at first glance, they look like cute girls. Its only once their ordered to do something that the real threat they present becomes clear. So looking good/innocent could be a way to lure people into a false sense of security before they strike. Also, as we've seen in the seasonal arts, people don't just use the dolls for war, so looking good could just be a selling point as well.
