I agree with this, the turn limitation is stupid. It discourages certain UD file types, and it's just unnecessarily annoying.
I also think UD is too restricting as is. The way it is now, it's nearly impossible to create a decent UD bigs file and and several mids due to the restrictions placed on SP cards. The SS restrictions also hurt because there aren't exactly a large variety of SS like there are with playing cards; furthermore, the power differences between UD SS tends to be really high (if an SS is UD it's usually because it's simply worse).
I propose they make a simple alteration to UD: A file is UD if it has at least 20 UD cards in it (including SS). The exception card list is also removed. This offers the following advantages:
1) It makes it easier for new players to do UD. As it stands now, UD is mostly accessible to players with large cardpools.
2) It encourages players to play different files since they can now make UD files that actually work
3) UD Bigs and Mids would now be playable.
