Change UD victory condition to 7 or 8 turn ASAP

Earlier this day we talked with MM about something like a penalty system for quitting (not losing, specifically quitting) prematurely, though if it is ever implemented it will be a bit lower on the priority list.

There's penalty for suiciding in World of tanks, still doesn't stop suiciders from suiciding cuz they don't care, they wanna suicide no matter what.

Bad idea. If opponent has broken annoying card and you feel like rather quitting it would be counterproductive to not let you quit without drawbacks.
