Rank ups in Gowen

Need help here.

So, after playing merc nation for awhile.

And then looking at gunner girl, i notice yuni got shafted over by errata team.

Her rankup is gowen 7.

But her rank up only gives +20 attack while Gun god gives +5 def and +3 rng?

Or does the yuni's default level play into their rank ups?

Attendant / Feria's rank up is gowen 6.
It gives +1 rng.

While Mercenary Princess / Yuni's rank up is gowen 6.
It gives +20 hp and +10 attack.

Baldern's rank up is gowen 7, it gives +10 hp, +10 def, and +1 Agi.


But that's not all, The more I look at Yuni, the more weird it becomes.
Mizalio is classified as Merc nation, Fierte is classified as merc nation, but gunner girl yuni is just a gunner?

I'm really confused about rank ups now. If it was USA alteil's goal to never allow gunner girl yuni to see play, well, they succeeded?

Standard formula is:
stat point raise on rankup = rankupsphere-level of unit
Some units get shafted one point b/c they have good base stats. Some units just suck.

Some units suck because they lack a little bit of this and that. They could all be put on a mediocre line if desired.
